What happened

The NYC Council record lists Int. 287-2026 as introduced and in Committee. The proposal would require DOITT to conduct gendered impact assessments every two years for certain agency algorithmic tools and create a task force including DCWP, the Commission on Human Rights and other city entities.

What the bill covers

The proposal focuses on city-agency algorithmic tools that use gender as an input or factor. It would require reporting on potential disparate impacts and mitigation recommendations and establish an interagency task force examining workforce impacts for agency employees.

How this differs from Local Law 144

LL144 regulates covered AEDT use by employers and employment agencies in NYC and requires a bias audit, public results and notices. Int. 287-2026 is a separate proposal focused on city-agency tools and gendered impact assessment. The two frameworks should not be merged.

What this does not mean

The bill has not been enacted as of September 18, 2026. It does not currently add a new gender-impact-assessment requirement to private-employer LL144 audits.
