What the hearing will examine

The Council has linked the hearing to proposals involving third-party validation, AI-related civil liability, whistleblower incentives, chatbot protections, incident reporting and other safeguards. The hearing itself does not enact those proposals.

Why the distinction matters

A Council hearing can generate testimony, amendments and a legislative record, but it is not the same as enactment. Businesses should therefore track the bills while continuing to comply with existing requirements that already apply, including Local Law 144 where an employer or employment agency uses a covered AEDT.

What happens next
